Dr. Kelly Foster is the Associate Commissioner of the Office of Continuous Improvement and Support at the Kentucky Department of Education and began this role in 2013. Dr. Foster has twenty-five years of experience in education including that of an English teacher, a principal, an Instructional Supervisor, and an Educational Recovery Leader. Dr. Foster is the co-author of Without Trumpets, which tells the story of Kentucky’s public schools’ journey to continuous improvement.
