In this session U.S. Department of Education staff will provide attendees with information about the changes that ESSA made to the Title I, Part A supplement not supplant requirement.  The primary purpose of the session is to support Title I school, LEA, and SEA staff with implementing the requirement.

Michael Anderson

Michael Anderson is an attorney in the Office of the General Counsel at the U.S. Department of Education.  He provides legal advice on a number of Federal education programs, including Title I, Part A of the Elementary and Secondary Education Act.
Kay Rigling

Kay Rigling serves as the Deputy Assistant General Counsel. In this role, she supports OSS in the implementation of the ESEA.
Todd Stephenson

Todd Stephenson has worked at the Department since 2005 and currently serves as a Management and Program Analyst in the Office of Elementary and Secondary Education, Office of State Support.  In this capacity he works with different aspects of the Title I, Part A program and other ESEA programs, including allocations and equitable services.
