DeLilah Collins serves as the Assistant Director of the ESEA Office at the Colorado Department of Education.

Laura Jurgensen is an assistant director with the Special Education and Title Services team at the Kansas State Department of Education. She oversees the agency’s special education and title integrated accountability system and supports school districts in understanding and maintaining compliance with these federal laws.

Faatimah Muhammad serves as a Group Leader for ESSA programs.

Christine Pilgrim serves as an Education Program Specialist for the Office of Special Education Programs (OSEP) at the U.S. Department of Education. In this role, she supports implementation efforts for the Individuals with Disabilities Education Act (IDEA). 

Jana Rosborough, J.D., M.S.E., is co-lead for the Systems Alignment learning collaborative and co-lead for the Systems Change service area team for the U.S. Department of Education, Office of Special Education Programs (OSEP) funded National Center for Systemic Improvement (NCSI) at WestEd. Her work focuses on assisting states in transforming systems of early intervention and special education, leveraging her legal background to drive systems alignment, to improve outcomes for all students, including students with disabilities.

Wendy Sawtell, MS, is a Supervisor of Professional Learning and Strategic Partnerships at the Colorado Department of Education, as well as working as a State Transformation Specialist and Coordinator of the State Systemic Improvement Plan for the Exceptional Student Services Unit.  Focused on equipping educators through an aligned and coherent system of support, she works collaboratively across the SEA, schools and districts, and Institutes of Higher Education to facilitate and deliver high quality professional learning. Wendy holds degrees in Organizational Management, Education, and Instructional Design

Dean Zajic is the State and Federal Program Coordinator for the Special Education and Title Services team of the Kansas State Department of Education.  Dean provides training and technical assistance to Kansas school districts on IDEA and ESEA requirements, MTSS implementation, blending and braiding of programs, disproportionality analysis, and best practices to improve outcomes for all students.

Jonas Zuckerman is the Title I Director at the Wisconsin Department of Public Instruction (DPI). He currently serves as the President-Elect of the National Association of ESEA State Program Administrators. He has worked at DPI since 2009, also serving as an Education Consultant and Assistant Director of the Title I team. Jonas has worked in education for over 25 years. Prior to joining DPI, he worked as an educator in the Oakland (California) Unified School District at both the elementary and secondary levels.
