U.S. Department of Education: Elementary and Secondary Education Act Equitable Services – Strategies for Maximizing Time, Effort and Funding
During the ESEA Equitable Services session, ED staff will provide an overview of the statutory provisions and ED guidance applicable to pooling of funds for equitable services. The Ohio State Ombudsman along with LEA representatives will join the session to share practices they have implemented to help facilitate the implementation of equitable services, including pooling across districts and the use of specialized administrative tools
Jennifer Blust currently serves as the Federal Program Supervisor for the Northwest Local School District located in Cincinnati, Ohio. Prior to this role, she served as the Director of Curriculum for the Northwest Local School District. She has spent over 25 years managing Federal Programs for the district. In her current role, she works extensively with in and out of district non-public school leaders to ensure the provision of equitable services. Jennifer has a BS in Elementary Education and a Master's Degree in Curriculum and Teacher Leadership for Miami University.
Chantelle Carter is the Ohio Ombudsman for Equitable Services and an Education Program Specialist at the Ohio Department of Education. She has been in the ombudsman role for three years and has been in the Office of Federal Programs providing support to private schools and districts for over seven years. Prior to coming to the department, she was a decorated classroom teacher of seventeen years and a director of educational operations at a nonprofit learning center. Mrs. Carter earned her Bachelor of Science degree in Elementary Education from Urbana University and her Master of Science degree in Educational Administration from the University of Dayton.
Adyel Duran currently serves as an Education Program Specialist in the Office of Elementary and Secondary Education, Office of School Support and Accountability. In this capacity, he works with different aspects of the Title I, Part A program, including equitable services and the Bureau of Indian Education. Prior to joining the U.S. Department of Education, Adyel served as a Peace Corps Volunteer in Kosovo, where he taught English to primary school students. He also completed a Fulbright grant in Northern Serbia where he taught business English to university students from Hungary, Bosnia and Herzegovina, Montenegro, and all throughout Serbia.
Curtis Hutchison has 12 years of experience in education and is currently serving as the Director of Non-Public Services in the Cleveland Metropolitan School District. In previous roles, Curtis served as a Curriculum Instructional Specialist and Intervention Specialist for students with Mild/Moderate disabilities. Curtis is passionate about engaging students and giving them the tools, they need to not only succeed in our new global society but to reshape the world into a more joyful, beautiful, and compassionate place. Curtis enjoys traveling, animals and being outdoors, he is currently pursuing his doctorate in Urban Education investigating relationships between nature, sustainability, and agricultural programs and their student outcomes. One of his favorite quotes is by author Richard Louv, "school isn't supposed to be a polite form of incarceration, but a portal to the wider world."
Jenay Morrisey is a Management and Program Analyst with the U.S. Department of Education’s Office of Non-Public Education. In this role, she assists in developing federal education program regulations and guidance and provides technical assistance that serve to promote program responsiveness and effectiveness relating to the equitable participation of private school students and teachers under the Elementary and Secondary Education Act. Prior to joining the U.S. Department of Education, she served as a Peace Corps Volunteer in Morocco where she taught English and life skills courses and developed programs promoting women’s involvement in higher education and extracurricular activities. Ms. Morrisey earned a Bachelor of Arts degree in Psychology and a Master of Arts in Counseling and Guidance from the University of Missouri.
