Aligning Recruitment and Selection to Expand Equitable Access to Excellent Educators

This workshop will develop participants’ understanding of how to ensure aligned recruitment and selection practices are clearly linked to the criteria of educator competencies to their district goals and strategic objectives. A strategic approach to recruitment and selection is critical given the essential role of quality educators in improving student outcomes and the often inequitable distribution of those educators across schools. In this workshop, participants will gain an understanding of what aligned recruitment and selection strategy means; explore model initiatives in two districts, San Antonio Independent School District and the Los Angeles Unified School District and discuss how to implement components of these models; and assess the alignment of their own recruitment and selection strategies - all with the goal of expanding access to highly effective educators for their students, particularly for those who are from low-income families or represent racial/ethnic minorities.

Rachel Goins

Rachel Goins has 12 years of experience managing, designing, and delivering research-based technical assistance (TA) for national, state, and local education stakeholders. Her early school climate and social-emotional learning work with SEAs, her recent personalized learning work with LEAs, and her current teacher quality work across the educator continuum employed an equity-centric TA approach and focused on providing college and career readiness supports and educational choice. She co-led the TA center providing support to Race to the Top–District districts and consortiums of districts implementing personalized learning. She helped design and facilitate national convenings; virtual learning networks; and on-site TA focused on logic models, strategic communications and stakeholder engagement, project-based learning, data dashboards and systems to support real-time instructional decisions, barriers to college persistence and degree attainment, and sustainability. She currently co-leads the Teacher Quality Programs TA Center, which serves grantees across the educator continuum (LEAs, non-profits, IHEs) working to improve the preparation and professional development of teachers and school leaders. She is also a member of the Promise Neighborhoods technical assistance team. Together, these TA projects support the federal grant programs’ goals to provide all students, particularly rural students and Black and Latino students, with the academic rigor, career technical education, and work-based learning experiences necessary to develop the skills and intellectual dispositions to be successful in postsecondary life.
