Funding What Works: Using Evaluation to Inform Federal Funding Decisions

The Office of Federal and State Accountability from South Carolina will share the importance of evaluating activities for return on investment within federal programs. LEAs from South Carolina will share successful and creative ways to facilitate federal program planning and evaluation within their districts.

Speakers
Martha Walker

Martha Walker has served for the past four years as a Program Manager and Title IV Contact in the Office of Federal and State Accountability at the South Carolina Department of Education. In this role, she provides guidance and oversight to school districts across the state, ensuring compliance with federal requirements and supporting the effective implementation of federal programs. Prior to joining the SCDE, Martha spent 12 years in Richland School District Two as a middle school teacher and magnet program coordinator, where she led academic programs designed to expand student access to innovative and rigorous learning opportunities. Martha’s leadership and dedication were recently recognized with a State Leadership Award from NAFEPA.

Leslie Bloss

Leslie has worked with the Office of Federal and State Accountability since June of 2020. She serves as a Program Manager for Titles I, II, IV, and V. In this role, she provides guidance and oversight to school districts across the state, ensuring compliance with federal requirements and supporting the effective implementation of federal programs. Additionally, Leslie serves as South Carolina's Title I Parent and Family Engagement Liaison, as well as their Title II Point of Contact. Leslie's leadership and dedication were recognized with a State Leadership Award from NAFEPA.

Anna Brink

Dr. Anna Brink is the Director of Federal Programs for Greenville County Schools, where she oversees Title I, Title IV, and school improvement efforts with a strong focus on return on investment (ROI). She has led the development and scaling of districtwide systems that align federal spending with student outcomes by leveraging standardized tools, school-based facilitators, and annual data cycles to inform comprehensive needs assessments and improvement planning.
