Strategic Paradigm Shifts in CTE: Frameworks for Workforce-Aligned Excellence

Across the country, states and systems are leading a strategic shift in Career and Technical Education (CTE), moving from static, compliance-based programs to responsive, workforce-aligned pathways. This session will explore how education and workforce leaders nationwide leveraged agency and industry relationships, employer input, and accountability reform to design programs that reflect real technical skill needs. Participants will examine tools for engaging business and industry partners, identifying in-demand competencies, and advocating for aligned programs within their systems. The presentation will highlight successful implementation practices, access-focused outcomes, and lessons learned across diverse school systems. Attendees will leave with a replicable framework for using data, partnerships, and policy levers to drive transformational change in CTE and improve career and college outcomes for all learners.

Dr. Timberly Monaghan

Dr. Timberly Monaghan brings deep expertise in designing and implementing large-scale CTE reform grounded in workforce alignment, equity, and policy innovation. In her career spanning state and national education systems, she has led initiatives across post-secondary pathways, registered apprenticeships, work-based learning, and industry-based credential strategies. She has advised school systems across diverse contexts on how to redesign pathways based on employer input and labor market data, and has collaborated with postsecondary, industry, and legislative partners to drive systems-level change. Dr. Monaghan regularly presents at state and national conferences on CTE transformation, cross-sector partnerships, and the strategic leveraging of relationships to improve college and career outcomes.
