GUIDANCE ON STATE GENERAL SUPERVISION RESPONSIBILITIES UNDER PARTS B AND C OF THE IDEA MONITORING,TECHNICAL ASSISTANCE,AND ENFORCEMENT
 
Summary:
IDEA Part B requires that children with disabilities, ages three through 21, receive a free appropriate public education (FAPE). IDEA Part C requires States to make available early intervention services to infants and toddlers with disabilities and their families. This guidance applies to States (the State educational agency (SEA) under IDEA Part B Sections 611 and 619 and the State lead agency (LA) under IDEA Part C) that are responsible for implementing a general supervision system. State general supervision systems must include local educational agencies (LEAs) under Part B and early intervention service (EIS) programs and providers under Part C.
 
The guidance accompanying the "Dear Colleague Letter" is intended to provide States with accessible and actionable information necessary to exercise their general supervision responsibilities to ensure that all children with disabilities have available to them a free appropriate public education (FAPE) that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment, and independent living; and that the rights of children with disabilities and their parents are protected. Likewise, this guidance provides States with information to support the implementation of a Statewide, comprehensive, coordinated, multidisciplinary, interagency system of early intervention services for infants and toddlers with disabilities and their families.
