U.S. Department of Education: Collaborating Successfully on ESEA Equitable Services

Please join us for a discussion featuring representatives from the Arizona Department of Education (ADE) and the U.S. Department of Education (ED). ADE participants will share insights on how they work with private school officials and public-school officials in Arizona so that eligible private school participants receive high quality equitable services under the Elementary and Secondary Education Act of 1965 (ESEA) programs. ED participants will facilitate the conversation with ADE, participate in the discussion, and provide information on ESEA equitable services that will interest stakeholders.

Todd Stephenson

Todd Stephenson is a Management and Program Analyst in the Office of Elementary and Secondary Education, School Support and Accountability. In this capacity he works with different aspects of the Title I, Part A program and other ESEA programs, including equitable services and allocations.

Jenay Morrisey

Jenay Morrisey is a Management and Program Analyst with the U.S. Department of Education’s Office of Non-Public Education. In this role, she provides support and technical assistance relating to the equitable participation of private school students and teachers under the ESEA and various other programs providing benefits to private school students.

Crystal Munger

Crystal Munger serves as an ESEA Director and Ombudsman for the Arizona Department of Education (ADE). She is an educational leader with 12 years of experience serving Arizona schools in various roles, including classroom teacher, instructional leader, and dean of academics. Crystal is dedicated to ensuring equitable access to high-quality education for all students and supporting schools in implementing effective, compliant federal programs across the state. In addition to the roles currently served at ADE, Crystal is also recognized for coordinating our annual Arizona ESEA Conference and other professional learning opportunities that empower local educational agencies (LEAs) and elevate instructional practices.

Sarka White

Dr. Šárka J. White serves as the Deputy Associate Superintendent at the Arizona Department of Education, bringing bold vision and innovative leadership to statewide ESEA work. With nearly 30 years strengthening systems and developing educational leaders, she drives Arizona’s federal programs with purpose and momentum. She created a coaching‑driven monitoring model that builds LEA capacity and supports continuous improvement. Her work with underserved communities fuels her commitment to programs that open doors for students across Arizona. She also leads a collaborative, relationship‑centered Equitable Services approach that ensures meaningful support for eligible students. Dr. White leads with a servant‑hearted approach, working alongside her team to better serve LEAs and move systems forward.

Fatimah Abdullahi

Fatimah Abdullahi is an Education Program Specialist in the Office of Elementary and Secondary Education, School Support and Accountability. In this capacity she works with different aspects of the Title I, Part A program and other ESEA programs, including equitable services, accountability, maintenance of effort and allocations.
