The Components Approach to Addressing Teacher Shortages

Teacher shortages present complex challenges that vary significantly across contexts. This session introduces the Components Approach, a systematic framework for analyzing state-level shortage data through three key dimensions: WHERE shortages occur geographically, WHO experiences them demographically, and WHICH subject areas are most affected. Drawing from implementation experiences in two states and one country, we will demonstrate how this granular analysis reveals patterns often obscured by aggregate statistics—such as rural recruitment challenges coexisting with urban retention issues. Participants will explore practical applications of this framework for developing targeted, equity-centered policies and tools and methodologies for analyzing shortage patterns, designing context-specific strategies, and monitoring implementation progress. Ideal for district and state leaders, the session will also share a tool for analyzing the cost-effectiveness of teacher shortage strategies.

Etai Mizrav

Dr. Etai Mizrav is Assistant Teaching Professor at Northeastern University, where his research investigates 21st-century drivers of educational inequality and discriminatory policies contributing to opportunity gaps. An educational equity expert, he teaches public policy analysis and education policy. Building on his work identifying equity gaps in education systems, Dr. Mizrav developed the Components Approach—a methodology for addressing teacher shortages through targeted, data-informed interventions. He has partnered with Illinois and other states to implement this approach, transforming broad workforce challenges into actionable components that ensure resources reach underserved schools. Previously, he managed education policy for DC's Office of the State Superintendent of Education.

Ellen Sherratt

Dr. Ellen Sherratt is a nationally-recognized subject matter expert on teacher shortages. She spearheaded the national initiative to strengthen teacher supply & demand data to move from debate to data-based dialogue around teacher shortages and played a leading role in the national initiative to build comprehensive human capital approaches for addressing teacher shortages. Dr. Sherratt led several initiatives to elevate teacher leadership and teacher voice in policy. She led the Teacher Salary Champions campaign that resulted in the introduction of a federal bill to support a minimum $60,000 teacher salary. She has published 2 books on teacher policy and 40+ articles, has been featured in major news media such as NBC and Fox, and has advised 26 state departments of education.
