Consolidation of Funds: 7 Years of Success - A Common Sense Approach to Federal Programs

ESEA not only offers the consolidation of federal, state and local funds as an option to Title I schools, state agencies are required to encourage schools districts to consolidate. The goal is simple - to encourage schools to use federal education funds effectively and efficiently as they implement reforms and innovations. As long as schools meet the intent a purpose of each consolidated program, they are not required to meet most of the statutory and regulatory requirements of the specific Federal programs. In a three-part presentation, Georgia state leaders will share the impetus for starting the program, the benefits enjoyed by 399 schools in 48 school districts, and the unique perspective of a school district leader from Cohort 1 now working with the initiative.

Speakers
Shaun Owen

Deputy Superintendent Shaun Owen started Georgia's Consolidation of Funds initiative in 2016 at the request of the State School Superintendent. Shaun worked with ED, state agencies, GaDOE divisions and a dedicated group of school districts to develop the foundation for a now flourishing program.

Carly Ambler

Carly Covic Ambler has supported Consolidation of Funds since the Initiative's inception in Georgia, first as the Title II, Part A Program Manager and later as the Consolidation of Funds Senior Program Manager. Carly has been working with Federal Programs at the state level since 2012 and has worked extensively with statutory and regulatory requirements.

Kelli Kendrick

Kelli Kendrick was the Chief Academic Officer in Calhoun City School District and a member of the Consolidation of Funds initiative Cohort 1. After several years implementing consolidation in her district she retired and now works in the Consolidation of Funds Initiative Program Offices, recruiting, onboarding, and supporting school districts across Georgia.
