Join Us for This Year's ESEA Professional Learning Series
Maneuvering through the Elementary Secondary Education Act (ESEA) statutory language, federal guidance, and State and local policies can be a challenge even after years of being on the job. These sessions will build off the ESEA Director Development Series offered in 2024 & 2025 and will include activities and materials that State ESEA Directors can use to facilitate professional learning with their staff.
Workshop topics will focus on key areas of ESEA administration and implementation, including federal education funding, allocations and budgeting, stakeholder engagement, private school equitable services, school improvement, subrecipient monitoring, evaluating impact and effectiveness, and USDE monitoring protocols.
The workshops will accomplish the following:
- Provide clear and practical information regarding ESEA statutes, regulations, and guidance;
- Include references to applicable federal requirements and best practices;
- Incorporate opportunities for participant engagement and small-group discussion; and
- Support adult learners through interactive and meaningful professional learning experiences.
The project is being facilitated by the Bruman Group, PLLC, which boasts over 45 years of experience representing States, school districts, colleges, and education associations in all aspects of federal grants and program compliance.
This series comes as a benefit of NAESPA membership and is free for all current Members. If you are eligible to hold NAESPA membership, you may purchase series registration for $299, the cost going towards a year of membership. This series is scheduled to meet via Zoom from 1-2pm ET. Below you will find the topics, session descriptions and dates of all meetings. Sessions will be recorded and made available through December 2027.
This session will provide an overview of how the federal funding process functions, including timelines for budget and appropriations actions. In addition, this session will provide timely updates on the current fiscal year appropriations discussions and potential impacts.
This session will discuss how ESEA funds from various programs are allocated among States and LEAs, as well as special funding rules and how shifts in data impact how much money each grantee receives.
This session will teach attendees about the key fiscal rules under the Elementary and Secondary Education, including how to ensure compliance and how the rules differ across programs.
In this webinar, grantees will learn about the requirements for Equitable Services at the State level, including rules on equitable participation in State-level activities and the State’s oversight role.
This session will discuss the parent and family engagement responsibilities States have across ESEA programs, including oversight of LEA requirements, as well as how to ensure federal participant support cost requirements are met.
This session will discuss the benefits of schoolwide consolidation, alternatives to using various funding streams in complimentary ways, and other flexibilities highlighted by the U.S. Department of Education.
In this webinar, attendees will receive an overview of subrecipient monitoring requirements and best practices for ESEA programs, as well as updates on U.S. Department of Education monitoring practices and tips on how to prepare for a monitoring visit.
ED’s guidance on evidence-based practices will be the starting point for this training, which will explain the various ways evidence can – and, in some cases, must – be considered in choosing program activities.
This session will review federal time and effort requirements and flexibilities, providing examples of compliant practices, as well as discuss how to ensure costs are appropriately allocated as direct v. indirect.
