Break Out Session: What Does the SSIP Mean to You? Making the Connection Between the SSIP and Your Students

A State’s State Systemic Improvement Plan (SSIP) focuses on improving results for students with disabilities, but it can also teach us more about supporting local education agencies and responding to the needs of all students. Developing an SSIP helps States work with stakeholder groups and shift the balance from a system focused primarily on compliance to one that puts more emphasis on results and outcomes, which is especially important as States implement college- and career-ready standards.

In this session, presenters will provide an overview of an SSIP and describe how States and offices across ED are working together to analyze data, tackle challenges and build capacity. Hear from a panel of State leaders who plan on using the SSIP to partner with stakeholders to improve outcomes for all students. Finally, take some time to discuss how the SSIP implementation process could support the work you do in your State.

Presenters
Gregg Corr

Gregg Corr has been the director of OSEP’s Monitoring and State Improvement Planning (MSIP) Division for the last three years. MSIP carries out major activities related to the Part B, Part C, and 619 formula grant programs. The Division is responsible for State grant application review and approval, the review of States’ Annual Performance Reports and monitoring OSEP's formula grant programs to ensure consistency with Federal requirements and that States and other public agencies continue to implement programs designed to improve results for infants, toddlers, children, and youth with disabilities. Additionally, the Division makes technical assistance available to the States through the Regional Resource Center Program. Gregg has worked in OSEP for 26 years. Prior to becoming the Division Director, he served as an Associate Division Director within MSIP, leading a team responsible for working with 15 States. Before coming to Washington, D.C. , Gregg was the director of a student-parent advocacy organization in Louisville, Kentucky which provided assistance to low-income and minority students, as well as students with disabilities. Gregg received Masters and Doctoral degrees in Educational Foundations from the University of Cincinnati, as well as a Bachelor’s degree in English from Indiana University. He lives in Capitol Hill with his wife Jennifer Tschantz and two children, Evalyn and Liam.
David Guardino

Dr. Guardino currently serves as the Program Lead for the Technical Assistance and Dissemination program within the Research to Practice division of the Office of Special Education Programs (OSEP). He is also a Program Officer for a variety of discretionary grants in the areas of Personnel Preparation, State Personnel Development, and Technical Assistance and Dissemination. He received his doctorate in Special Education from the University of Oregon and specializes in systemic change, positive behavioral interventions and supports (PBIS), response to intervention (RTI), and disproportionality. Prior to coming to OSEP, Dr. Guardino spent six years at the Oregon Department of Education serving in a variety of roles. During his time in Oregon he ran statewide initiatives on PBIS and RTI implementation, coordinated IDEA Part B general supervision, and managed the School Improvement program.
