Supporting Students with Disabilities and Avoiding the Discriminatory Use of Student Discipline
Children with disabilities, particularly children with disabilities of color, are suspended and expelled at higher rates than their peers. This session will address the “why” and the “what” behind the Individuals with Disabilities Education Act’s (IDEA) discipline regulations and focus on how the Department can support states and school districts in embracing preventative models for addressing behavior.

Speakers
Priscilla Irvine
Priscilla Irvine is a project officer at the U.S. Department of Education, Office of Special Education Programs (OSEP), where she monitors and provides technical assistance for several state special education systems including Connecticut and Oklahoma. As the Collaboration Facilitator in the Office of Special Education Programs, Priscilla works across the Department of Education as well as other federal government agencies, and partners with multiple organizations on behalf of students with disabilities. Priscilla’s passion is, driving excellent outcomes for children with disabilities through effective collaboration.
Keesha Blythe
Dr. Keesha Blythe is an educator with over 20 years of experience in special education administration and teaching. Currently, Dr. Blythe serves as an Adjunct Professor for Trinity University and an Education Program Specialist for the US Department of Education, Office of Special Education Programs. Dr. Blythe holds a Bachelor of Science degree in Exercise Physiology from Howard University and a Master of Arts degree in Special Education and Human Development with an emphasis in Emotional/Behavioral Disorders from George Washington University. She also holds a Doctor of Education in Education Administration and Policy with a Legal Emphasis in Special Education Administration from Howard University.
