KEYNOTE: A Reflection on the Past, Present and Future of Title I

The National Title I Conference begins with the traditional National Title I Distinguished School Parade, honoring the schools selected by their respective states for national recognition. 

Keynote Presentation: 

The Goal of the Elementary and Secondary Education Act is to ensure that ll students receive a high quality education.  President Johnson's War on Poverty aimed to combat widespread poverty and one of the center tenent was to provide all children with equal access to a quality education.  This presentation will highlight the past, present and future of Title I programs as we celebrate 50 years of the ESEA.  Panelists will disucss whether the power of Title I resides in its funding or its policy, the challenges the program has faced and, and what the future might hold for Title I.

Monique Chism

Dr. Chism is the Director for the Office of State Support in the Office of Elementary and Secondary Education.  Dr. Chism has held a series of positions in the field of education as a teacher, researcher, state administrator, and Assistant Superintendent of Illinois State.  In these positions she gained a deep knowledge of what is required to close achievement gaps and cultivate culturally proficient schools.
Jacquelyn Jackson Fleming

Jacquelyn Jackson Fleming, Ph.D. served as the former SASA Director and retired in 2006. Prior to joining the office, she was on assignment at New American Schools, where she was responsible for developing and piloting standards of quality for comprehensive school reform (CSR) models.

Dr. Jackson worked in the Office of Special Education and Rehabilitative Services, at USDE where she analyzed, monitored, and evaluated special education programs. She was also chosen to participate in Goals 2000 in a leadership capacity to help develop policy and guidance.
Zollie Stevenson

Zollie Stevenson, Jr., Ph.D., served as the Director of the Office of Student Support and School Accountability at the U.S. Department of Education from 2007 to 2010 and is currently an Associate Professor at Department of Educational Administration and Policy, School of Education, Howard University.  

Prior to USDE, Dr. Stevenson was the director of research, assessment and evaluation in the Baltimore City Public Schools. Prior to Baltimore, he served as the research director for the District of Columbia (DCPS) and Charlotte/Mecklenburg public school systems.
Mark Updegrove

Mark Updegrove is the Director of the LBJ Presidential Library and Museum in Austin Texas.
