State and District Use of Title II, Part A Funds
As one of the largest sources of federal education funds supporting educator development, it is critical to understand the importance and use of Title II-A funds. The U.S. Department of Education conducts annual surveys of states and districts to collect and report this information. The session will highlight key findings from surveys administered for the 2021–22 school year, illustrating how program funds supported educator development. The results describe the main uses of funds and the use of funding flexibility options to transfer funds between designated federal programs. The report describes the most common types and topics of district professional development for teachers and for principals supported with program funds. It also identifies the most common district strategies to recruit, hire, and retain educators. Districts reported whether and how they examined information about the equitable distribution of teacher quality or effectiveness for low-income or minority students.

Scott Richardson
Scott Richardson is a Title II, Part A program officer at the U.S. Department of Education, where he manages formula grants to State educational agencies intended to improve the quality of instruction provided to disadvantaged students. Before joining the Department in 2020, Scott managed research studies of educational interventions, wrote curricula, and designed professional development programs for teachers in service-learning, environmental education, and civic engagement.
Darcy Pietryka
Ms. Pietryka has worked with the U.S. Department of Education and states in monitoring and supporting the use of Title II-A funds for over a decade.
