ESSER Closeout, Disposition, and Monitoring

This session will review how to prepare for ARP ESSER closeout, late liquidation requirements, disposition rules, and discuss general best practices for consideration as we look towards the end of ESSER funds this September. The session will also review recent monitoring and audit findings, discussing ways to ensure compliance to avoid similar findings.

Tiffany Kesslar

Tiffany Kesslar is a Partner at The Bruman Group, PLLC. Ms., Kesslar conducts trainings, mock monitoring visits and provides technical assistance on compliance with federal education programs including the Every Student Succeeds Act. Ms.Kesslar also actively represents clients in the resolution of adverse audit findings and compliance under the Office of Management and Budget’s Uniform Grants Guidance and the Education Department General Administrative Regulations. Ms. Kesslar serves as a co-chair on the American Bar Association, Public Contract Law Section, Grant Law Committee. Ms. Kesslar is a Certified Grants Management Specialist and the 2023 recipient of the National Grants Management Association's Impact Award- Private Sector for her contributions to the grants community. Ms. Kesslar has been an education lawyer and consultant for over 17 years, working for state educational agencies, school districts and other organizations on federal education compliance since she began her career. She has successfully litigated administrative appeals and due process cases before various tribunals.
