In this session, U.S. Department of Education staff will provide an overview of the Title I, Part A Equitable Services Updated Non-Regulatory Guidance (October 2019), highlighting key topics including administrative costs, allowable uses of funds, consultation, obligation of funds, carryover, measures of poverty data, calculation of proportional share, pooling of funds, parental involvement, third-party contractors, and transferability.

Michael Anderson is an attorney in the U.S. Department of Education’s Office of the General Counsel where he provides legal advice on a number of federal education programs, including Title I, Part A of the Elementary and Secondary Education Act. He holds a degree in history from the University of Washington and a law degree from the Catholic University of America, Columbus School of Law. Prior to law school, he taught elementary school for seven years.
Isadora Binder is a Management and Program Analyst in the U.S. Department of Education’s Office of Non-Public Education where she leads efforts relating to equitable services under Title I, Part A of the Elementary and Secondary Education Act. She holds a Bachelor of Arts degree from Wellesley College and completed a postbaccalaureate high school teacher certification program at Wellesley College.
Kay Rigling is the Deputy Assistant General Counsel for the Division of Elementary, Secondary, Adult and Vocational Education in the Office of the General Counsel at the U.S. Department of Education. She has provided legal advice on all facets of Title I since 1979. Prior to attending law school, Ms. Rigling taught children with disabilities.
Todd Stephenson is a Management and Program Analyst in the Office of Elementary and Secondary Education, School Support and Accountability. In this capacity, he works with different aspects of the Title I, Part A program and other ESEA programs, including allocations, use of funds, and equitable services.
