Using ESSER and COVID-19 Relief Funding to Support ELs and Native Americans

English Learners, Native Americans, and other special populations student subgroups often have unique needs based on the characteristics that make them stand out as separate student groups. The three COVID-19 relief funding laws that were passed in 2020 and 2021 include funding to address the unique needs of these student groups. This presentation provides an outline of the needs of ELs and Native Americans (and other student groups), reviews the allowable uses of the ESSER (Elementary and Secondary School Emergency Relief) funding, and provides suggestions and ideas on how to use that funding to support these at-risk student subgroups.

David Holbrook

Dr. Holbrook has nearly 6 years experience in Wyoming as Federal Programs Division Director, Title I & Title III Director. He helped districts understand and implement EL programs and services. He was trained by the US Dept of Ed (USED) and assisted in the monitoring of Title III in five states.

Keja started her career as a K-12 school social worker and subsequently spent over twenty-five years working to support education, infrastructure, and healthcare in Tribal communities.
