Two experienced State and Federal Program Directors offer a “How To” guide in navigating the process of turning the transactional work into transformational activities for schools and LEAs. Sharing experiences from four LEAs. Explore the evolution of rookie S&F leadership to reimagining the possibilities of closing the achievement gap. We propose that there are 4 phases in becoming an effective leader in the use of federal funds. The Discovery Phase, avoiding Common Pitfalls, Setting Your LEA and Sites Up for Success. The final phase is braided throughout - Building Relationships with key leaders throughout the LEA. Using experience from multiple Federal Program Monitoring reviews, policy research, and ED guidance, our presentation will guide participants through the phases in the journey to equity. We will provide participants with takeaways in the areas of position control; time and effort; evaluating program effectiveness; and taking next steps to continue or modify programs.

Elizabeth Hernandez

For 19 years, EP Hernandez has worked with staff, students, and parents in the capacity as teacher, EL Coordinator, Title I Coordinator, and Assistant Principal. Ms. Hernandez leads with relationships first as she supports all students to meet challenging academic standards.
LuzElena Perez

Dr. LuzElena Perez is the Assistant Superintendent of Curriculum and Instruction in the Cotati-Rohnert Park Unified School District in Sonoma County. Her doctoral research area published in 2011 was focused on Long Term English Learner Student Voice. She has been a classroom teacher in grades K-8, an instructional coach for grades 7-12, an elementary school principal and a district level director leading in areas of State and Federal programs and language acquisition, after school programs and parent engagement. She has been an adjunct instructor in the Masters in Education program at Cal State San Marcos and in the Ed.D. Program at UCSD. She is the recipient of the Leadership in Biliteracy Award from the San Diego County Office of Education, and was recognized in 2018 by the California Senate as a Mother of the Year. She has presented at AERA, CABE and local conferences sharing best practices in supporting ELs.
