Forecasting Title I, Part A Allocations: How Two States Support Their LEAs
Are you wondering which factors impact an LEA’s Title I, Part A allocations? Are you looking for a way to visually explain these factors to LEAs in your state? Come see how two states have created Title I, Part A allocation forecast models for their LEAs. This session will (1) explain which data are used to determine Title I, Part A allocation eligibility, (2) illustrate why certain LEAs are prone to allocation fluctuations, and (3) help LEAs anticipate changes in their allocations for planning purposes. Additional uses of the forecast models will be shared such as determining which LEAs receive reallocated funds. Session participants will receive Word and Excel templates to create their own forecasting model.

Coleen Putaansuu
Coleen Putaansuu worked as the fiscal lead for the Title I, Part A office in Washington state. In that role, she became determined to understand the intricacies of Title I, Part A funding in order to support LEAs experiencing fluctuations in their funding. This led to the creation of a Title I, Part A Allocation Dashboard for each LEA in the state which allowed LEAs to see if they were at-risk of an allocation drop. This information allowed LEAs to make informed decisions impacting hiring and action planning prior to receiving their final allocation amount.
Dwayne Marshall
As the Assistant Director of Title Grants and Support for the Indiana Department of Education, Dwayne Marshall has developed a Title I, Part A Funding Forecast Report for each LEA in the state. This annual Forecast Report is sent directly to each LEA every year. The Forecast Report helps LEAs understand the eligibility criteria for the four Title I, Part A formulas as well as assist LEAs in forecasting potential changes to their LEA’s Title I, Part A funding allocations.
