One of the purposes of the reauthorized ESEA as the Every Student Succeeds Act (ESSA) is flexibility for States especially in regard to their accountability systems. Recognizing that all States have a year or more of implementation of their systems underway, the presentation will highlight progress and pitfalls in the systems for the English Learner (EL) population. The presentation will also address of the impact of moving the accountability requirements for ELs from Title III to Title I and whether ESSA has moved the needle for multilingual/multicultural learners.
