As a leader your goal is to provide students attending your schools with a high-quality education. Given all that goes into accomplishing this goal both internal and external to your school it can be easy for challenges to bubble up and go unnoticed. Research shows schools don't just decline all at once or out of the blue, rather decline stems from these unaddressed issues that fester and permeate over time. This presentation will walk participants through ground-breaking research on identifying school distress prior to that distress impacting student outcomes. The purpose of this session is to help schools, districts, and states recognize the early warning signs of school decline and mitigate these challenges. We will guide participants through this research and early warning signs. Participants will audit their systems and map current data collection to data needed to identify early school distress, helping save schools years of decline and ensure high quality education for students.

As a Senior Research Associate and School Improvement Specialist at WestEd, Evan works at the intersection of research, evaluation, and technical assistance. Evan designs and leads evaluations, program reviews, and successful technical assistance projects with schools, districts, authorizers, and states to expand their capacity to use data and research to improve outcomes. She developed a series of technical assistance solutions for teachers and leaders, including an onsite learning lab for effective data use, with training and coaching, for teachers and administrators. Evan has co-authored the adaptation of the federally funded Center on School Turnaround’s Four Domains for Rapid School Improvement to the charter sector and, recently, Evan led a case study on the impact of best practices leading to school improvement efforts in charter schools, creating a video and toolkit for practitioners to learn about the practices found to be effective in improving school and student outcomes.
David Frank is Chief of Staff for the New York State Education Department. In his prior roles, David was the Executive Director of the New York State Education Department (NYSED) Charter School Office and Director of Charter Policy and Analytics at the New York City Department of Education (NYCDOE) and the Director of School Supports at the NYC Charter Schools Center. In those positions, David provided oversight, regulatory guidance, operational, financial, teacher certification, and professional development support for schools. David has also worked on the development of educational programs for at-risk youth and students with disabilities. He holds an MS in Developmental Psychology.
John Carwell is an education associate at the Delaware Department of Education where he oversees and innovates the review and support of schools in DE. In his previous roles, he was the Vice President of Community and District Partnerships at Rodel Foundation where he found best practices in education reform from in and outside the state and figured out how to replicate them in Delaware. Before Rodel, John served as a Presidential Management Fellow with the U.S. Department of Education in the Office of Elementary and Secondary Education where he managed grants for the 21st Century Community Learning Centers program. On the school level, he served as Program Director for the Institute for Student Achievement where he managed several school-based academic support programs for low‐performing students in the Fairfax County Public Schools district in Virginia and managed grants for educational programs that supported disadvantaged youth in the Washington D.C. Metropolitan area with the Commonwealth Foundation.
Eric Niebrzydowski is the team lead for School Improvement as part of the Student Support team at the Delaware Department of Education. Prior to his position at the Delaware DOE, Eric was a principal and assistant principal in the Capital School District in Delaware. In his position at the Delaware DOE, Eric works closely with school districts that have schools identified as CSI and TSI to support their school improvement work.
