Reminder to States: Obligation Period of FY 2017 Formula Grant Funds Ends September 30, 2019

The period for obligating fiscal year (FY) 2017 funds for the following programs administered by the Office of School Support and Accountability (SSA) and made available under Public Law (PL) 115-31 is drawing to a close:

FY 2017 funds for these programs must be obligated by September 30, 2019, and liquidated by December 31, 2019.  As of August 20, 2019, approximately $1.1 billion (5.4 percent) made available to States for these programs under PL 115-31 has not been drawn down.  I am writing to ask for your help to ensure that these funds are obligated by the September 30, 2019, deadline.


To assist you in ensuring the timely obligation and liquidation of all FY 2017 funds for the programs listed above made available to your State under PL 115-31, please see the attached file (with a tab for each program) that shows the amounts awarded to each State under PL 115-31 for these programs, the amount each State has drawn down as of August 20, 2019, and the percentage of funds that remain to be drawn down.  We are especially concerned about those States showing large balances that have not yet been drawn down.  We realize that these data may not tell the whole story with regard to the obligation of FY 2017 funds because the amount and percentage drawn down may not reflect the total obligations that have already occurred.  However, as we work to meet the goal of ensuring that 100 percent of all FY 2017 funds are obligated by September 30, 2019, and execute our financial oversight responsibilities, it is important for States to monitor the current level of obligations and drawdowns among subrecipients to ensure that these funds are in fact obligated by September 30, 2019, and drawn down by December 31, 2019.

About the Author

Patrick Rooney is the Director of two offices--Evidence-Based Practices Assessment and Accountability and School Support and Accountability within ED’s Office of Elementary and Secondary Education. Before this recent appointment, Mr. Rooney was the Deputy Director of the Office of State Support.  Prior to joining the Office of State Support, Mr. Rooney worked in the Implementation and Support Unit, where he helped lead the work of the Reform Support Network, providing technical assistance to states implementing comprehensive Race to the Top reforms, and the Race to the Top Assessment program, which provided grants to groups of states to develop new assessments aligned to state’s college- and career-ready standards. Mr. Rooney also worked in the DC Office of State Superintendent of Education, where he was a senior policy advisor and worked on a wide variety of K-12 issues in the District of Columbia.
