Ombudsmen and ESEA Equitable Services: Building Partnerships Between SEAs, LEAs, and Private School Officials
This session will highlight key considerations in implementing equitable services provisions required under the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act, including the new State ombudsman position. The session will include an opportunity for the audience to hear from two ombudsmen about their efforts to build partnerships with private schools to provide equitable services for federal investments. This session will feature staff from the U.S. Department of Education, State and local practitioners and subject matter experts from partner organizations.

Michael Anderson is an attorney in the Office of the General Counsel at the U.S. Department of Education. He provides legal advice on a number of Federal education programs, including Title I, Part A of the Elementary and Secondary Education Act.
Isadora Binder is a Management and Program Analyst with the Department’s Office of Non-Public Education. She works on equitable services with a focus on Title I, Part A.
Christopher Kelly is an Education Coordinator for the Virginia Department of Education. He is the Ombudsman for providing technical assistance in interpreting, understanding, and implementing accountability requirements for equitable services under Title VIII of the Every Student Succeeds Act of 2015 (ESSA). Dr. Kelly also provides leadership to over Title III, Blue Ribbon Schools, and Federal Teacher Loan Forgiveness program.
Shaun Owen is the state ombudsman and Director of Consolidated Federal Initiatives in the Georgia Department of Education’s Office of Federal Programs. She is the primary liaison for private schools and local educational agencies regarding issues related to equitable services under Titles I and VIII and she heads a new initiative combining federal, state and local funds to gain greater flexibility.
Todd Stephenson has worked at the Department since 2005 and currently serves as a Management and Program Analyst in the Office of Elementary and Secondary Education, Office of State Support. In this capacity he works with different aspects of the Title I, Part A program and other ESEA programs, including allocations and equitable services.
