Cross-District Collaboration on Implementing, Training, and Monitoring Title I, Part A

State, district and local level leaders will learn about Maryland’s collaboration with local school systems as an active partner in implementing and monitoring Title I, Part A under ESSA. Collaboration and coordination are two essential words when it comes to implementing Title I, Part A. The Maryland State Department of Education (MSDE) collaborated with Title I districts to develop its Title I Application, Guidance Document as well as tools to guide planning. During the 2017-2018 school year, MSDE established professional learning communities through the development of the Structure for Technical Assistance by Region (STAR) program. The STAR approach organizes local school systems by regions in order to provide ongoing meaningful support, technical assistance and collaboration to build capacity. The STAR program focuses on cycles of continuous improvement in school systems and builds capacity of Title I staff to provide leadership and guidance to Title I schools.

Tracey Adesegun

Tracey J. Adesegun, Title I Coordinating Supervisor in Prince George's County Public Schools began her career as an elementary school teacher in a Title I school prior to moving into the role as a Central Office Administrator. Tracey has worked in many leadership capacities as a Title I Instructional Specialist, Regional Instructional Specialist for the Assistant Superintendent’s Office, and Title I Principal. In the role as principal, Tracey has mentored “New Leaders” principals and new principals within the school district. In addition, Tracey has worked on a number of projects in collaboration with teams at the Maryland State Department of Education and other local education agencies.
Young-chan Han

Young-chan has had 10 years of experience working with Title I school districts, Title I schools, and economically disadvantaged parents and families. During a six-month period, Young-chan spearheaded the development of Maryland’s Title I Application and accompanying Guidance. She led a team of 20+ State and local Title I administrators in developing this Application and Guidance under ESSA to ensure all requirements were clearly communicated and comprehensive guidance was provided to all local school districts in a timely manner.

Sharron Rouse is a Title I Coordinator in Charles County and has over 18 years of experience in the field of education.
Thomas Webber

Thomas Webber has over 16 years of experience working in the Office of Technology, Office of Accountability and currently in the Harford County Public School’s Title I Office.
