Cross-District Collaboration on Implementing, Training, and Monitoring Title I, Part A

State, district and local level leaders will learn about Maryland’s collaboration with local school systems as an active partner in implementing and monitoring Title I, Part A under ESSA. Collaboration and coordination are two essential words when it comes to implementing Title I, Part A. The Maryland State Department of Education (MSDE) collaborated with Title I districts to develop its Title I Application, Guidance Document as well as tools to guide planning. During the 2017-2018 school year, MSDE established professional learning communities through the development of the Structure for Technical Assistance by Region (STAR) program. The STAR approach organizes local school systems by regions in order to provide ongoing meaningful support, technical assistance and collaboration to build capacity. The STAR program focuses on cycles of continuous improvement in school systems and builds capacity of Title I staff to provide leadership and guidance to Title I schools.
