Changing School Climate in Philadelphia: Title I, National Service & City Year

ESSA broadens accountability measures for school success, including the relationship between positive school climate and student learning. As education leaders explore innovative approaches to accelerate students’ success, this workshop will highlight how one Philadelphia school partners with emerging leaders inspired by national service to change outcomes for kids. Hear a case study from Thurgood Marshall School illustrating how Title I dollars are leveraged to promote student growth and a strong school climate. Engage in small group discussions to explore this school's model and progress, considering how similar strategies could be employed in your schools and districts. Through this interactive workshop, school and district leaders will explore how investing Title I dollars in national service partners brings added, dedicated people capacity to school buildings to support the students who need it most.

Keith Arrington

Keith Arrington is an experienced school leader in the School District of Philadelphia, working everyday to fulfill Thurgood Marshall School's mission "to provide a safe environment where children can become life long learners developing the needed academic and social skills to think critically and independently, and becoming technologically creative. To encourage and guide students through activities and experiences, which will assist them in achieving their full potential, while developing the necessary academic and social skills that will enable them to become productive adults."
Christina Patrick

As City Year's Senior Director, District Engagement, Christina supports City Year leaders across the nation in deepening their district partnerships. Christina has extensive experience working in education and nonprofits, having spent eight years at TNTP in various roles, including leading teacher training programs and district relationships in regions such as Miami, Milwaukee, New Orleans, Rhode Island, and Washington, D.C.
Virgil Sheppard

Virgil Sheppard is a proud West Philadelphia native, passionate youth advocate, and seasoned educator. He caught the education bug while serving as a coach, mentor, and tutor for the Panthers Youth Development Corporation, a community-based organization that provides year-round programming for 300 students in West Philadelphia. This led to a career in education that began with the School District of Philadelphia's Behavioral Team, overseeing the Comprehensive Student Assistance Process for 40 schools, and serving as a Middle School Administrator in the most diverse and second largest middle school in Philadelphia. Additionally, Virgil oversaw the first Response to Instructional Intervention (RTII) pilot for the school district. Just prior to transitioning to City Year six years ago, Virgil served as an RTII Specialist assigned to the School District of Philadelphia's Turnaround network. He was charged with overseeing student support services for all ten schools and writing social-emotional learning curriculum for the schools in the network.
John Tupponce

John Tupponce has served as Assistant Superintendent for the School District of Philadelphia for over three years. Prior to this, he was Executive Director of Educational Programs and Academic Services for Lancaster County Public Schools, and a Principal for Newport News Public Schools.
